Letters

A letter is a type of postal item that allows you to mail different types of correspondence in an envelope.

We mail ordinary, registered and insured letters both domestically and abroad.

 

When mailing very valuable documents, it is recommended to insure them. Registered and insured letters are recorded in documents and registered in the system throughout the carriage, and the addressee can receive them only against a signature.


Delivery Term 

Domestic letters are delivered within 3 business days. Priority mail is delivered on the next business day.

Letters to be sent abroad are accepted as either priority mail to be delivered immediately by the fastest means of transportation, mostly by airmail, or as economic mail delivered by airmail if possible.


Dimensions

Minimum: 9x14 cm.

Maximum: the sum of the length, width and depth up to 90 cm, neither one of which may exceed 60 cm.

Maximum weight – 2 kg.

Prepare the letter according to the Rules on the preparation of postal consignments.

 

Ordinary Letter

Unregistered postal item. Delivery to the addressee's mailbox.

Pay for postage by sticking postage stamps on the envelope.

Mail the letter by dropping it into a letter box or submit it for postage at any post office.

An ordinary domestic letter not fully paid for is delivered to the addressee, collecting from him/her the missing part of the payment, as well as an additional payment in accordance with postal service rates.

An international letter not fully paid for is returned to the sender without cancellation of the postage stamps, collecting from him/her an additional payment in accordance with the postal service rates.

 

Registered Letter

A registered postal item, for which a receipt is issued. Delivered to the addressee against their signature.

Pay for postage by sticking postage stamps on the envelope.

Submit it for postage at any post office.

Insured Letter

A registered postal item, for which a receipt is issued. Delivered to the addressee against their signature.

In an insured letter, you can send passports, diplomas, birth and marriage certificates, pension and judicial documents, lottery tickets, artwork and other important and valuable items.

The letter is insured against loss, theft or damage. The insurance amount is set by the sender, but it can not exceed the amount prescribed for in the postal service rates.

Pay for postage in cash, by card or bank transfer. If there is a postage stamp on the envelope, the value of the stamp is not included in the fee. 

Submit for postage at any post office in a dense paper envelope, set with a filled-in PS7 form (for domestic postal items and items to be mailed within the EU) or a CN23 form (for postal items to be sent outside the EU).

 

Advice of Delivery

You will receive a notification confirming that the addressee has received the registered and insured postal item.

Apply for this by filling in form CN07, available at post offices. For domestic postal items, you can use a PS4 form, available at manspasts.lv.

Pay for postage by sticking postage stamps on postcards, letters and printed papers. In case of other registered items, charges for additional services are included in the total amount.

Delivery to the Addressee in Person

You ensure that the registered and insured postal item will be delivered directly to the addressee.

The postal worker makes a note on the item: Delivery to the addressee in person! Such a postal item shall not be delivered to an office administrator, another type of person, who is responsible for receiving mail, or an authorized person.

This service is available only in combination with the additional service “Advice of delivery”.

Pay for postage by sticking postage stamps on postcards, letters and printed papers. In case of other registered items, charges for additional services are included in the total amount.

Confirmation of the Contents

You receive a postal worker's confirmation of the contents of the postal item.

This additional service is offered for insured domestic small packages and parcels. In case of insured letters, confirmation of the contents is mandatory and the fee is included in the total amount.

Apply for this by filling in a form at any post office. When receiving the postal item, the postal worker compares the contents with the list in the form.

Cash-on-delivery (COD) Item

The addressee receives the shipment only after he/she has paid the COD amount you have set. This amount may not exceed the insurance amount.

Apply for this by filling in a form.

For insured domestic postal items:

  • transfer order PNS-041 – for receiving the COD amount via postal transfer
  • payment order PNS-020 (for payment to another person's PSS account) – for paying the COD to the current account of the postal settlement system (PSS)
  • transfer order PNS-040 (for payment in cash to a credit institution) – for transferring the COD amount to a current account in a credit institution

For insured international postal items:

  • CN29ter (International cash-on-delivery coupon)
  • CN28bis (Cash-on-delivery)

For international shipments, the availability of the additional service is determined by the postal administration of the addressee's state of residence. To learn more, check the Manual for Acceptance of International Postal Items.

 

e-invitation

You receive a text message and/or e-mail about a received postal item.

The additional service is provided free of charge.

Apply for an e-invitation:

  • when mailing domestic parcels
  • when mailing registered and insured domestic postal items, addressed for delivery upon request at the place of provision of postal services
  • when ordering products from Otto and Bon Prix catalogues

When mailing a domestic postal item, specify the addressee's cell phone number and/or e-mail address to the postal worker.

When ordering from a catalogue, specify to the postal worker your cell phone number and/or e-mail address, to which you would like to receive information on the delivered postal item.

Apply for the additional service, when ordering from an on-line catalogue, printed catalogue or by calling the numbers indicated in the catalogue.

You receive a text message and/or e-mail message about the postal item received, the address of the post office, where you can receive the item, and a reference for inquiries.

To receive the item, show the text message, read out the tracking number and your personal information or submit a print-out of the e-mail message.

In all cases, you must present an identity document.
