Latvijas Pasts Announces Strategic Expansion in the Baltics

The subsidiaries will operate under the unified brand name “Pasts” and will establish a presence across the Baltic region. An advanced parcel locker network will also be deployed in both neighbouring countries, providing a convenient e-commerce solution for businesses and individuals.
As a result, online retailers will benefit from a single, reliable delivery service provider across all three Baltic States.
“The expansion of our operations is a direct response to the growth of international e-commerce, including in the Baltic States, which is driving increased demand for convenient last-mile delivery solutions. By expanding our parcel locker network in neighbouring countries, we are transforming from a national company into an international player and entering a growing market segment with fast and reliable deliveries,”explains Ģirts Rudzītis, CEO of Latvijas Pasts.
The subsidiaries will be responsible for establishing the parcel locker infrastructure and developing operations, as well as collaborating with e-commerce companies and logistics partners in the respective countries. In the initial phase of development, the parcel locker network is expected to cover major cities, towns and populated areas in Estonia and Lithuania.
Latvijas Pasts has developed dynamically since the beginning of 2025, when the country’s most extensive parcel locker network was established, 30% of postal service outlets were relocated to modern premises, and investments were made in process automation. Latvijas Pasts has also been recognised as Europe’s most reliable postal operator in the latest Universal Postal Union ranking, which assesses the speed and quality of inbound postal deliveries.
“The expansion of postal operations in the Baltics strengthens Latvia’s position as a reliable and ambitious logistics partner, paving the way for further growth in the e-commerce sector. The establishment of subsidiaries in Lithuania and Estonia demonstrates that proactive action can turn a strategic vision into reality,”states Minister for Transport Atis Švinka.
Latvijas Pasts’ business expansion is intended to strengthen its position across multiple markets simultaneously. The first step in this direction has been the attraction of e-commerce cargo flights from third countries to Riga, where the company handles customs clearance, processing and preparation of shipments for final delivery to Central and Northern Europe, including the Baltic States.
Both subsidiaries of Latvijas Pasts — Pasts OÜ and Pasts UAB — expect to commence operations in the second half of 2026, starting with the deployment of parcel lockers.
