Shipment delivery to the USA for private Individuals

Delivery of shipments to the USA is available for private customers when You create and pay for the shipment on mans.pasts.lv, or at Customer Centres and post offices.

To send a small packet or parcel to the USA via mans.pasts.lv, sign in using Smart-ID or eParaksts, create the shipment and pay for it. Then hand the shipment over at a parcel locker, Customer Centre, post office, or to a courier.

  • the US customs clearance service fee;
  • the full amount of US import taxes for the shipment.

Delivery of shipments to the USA is available for Business customers after You sign a cooperation agreement with us. This agreement can be signed by legal entities and individuals who are registered as economic operators.

Questions and Answers

How can a private individual prepare a parcel or small packet shipment to the USA?

You can create parcel and small packet shipments on mans.pasts.lv, as well as at Customer Centres and post offices across Latvia.

To send a small packet or parcel to the USA via mans.pasts.lv, sign in at mans.pasts.lv using Smart-ID or eParaksts, and create shipment by entering all details accurately. In addition to the shipment delivery fee, customs duty and the US customs clearance service fee will also be calculated. The customs duty is 10% of the shipment value.

Pay for the shipment and then hand it over at a parcel locker, Customer Centre, post office, or to a courier.

Please note that the final amount of customs duty is determined by the US customs authority, so You may receive a customs duty recalculation.

If a recalculation is needed, we will send the information to Your email, and You will be able to pay the invoice in Your mans.pasts.lv account. If the information You provide about the shipment contents is accurate, a recalculation should not be required.

 

How can business customers prepare shipments to the USA?

Business customers with a valid cooperation agreement may send small packet and parcel shipments to the USA via mans.pasts.lv, and courier shipments via express.pasts.lv for delivery to the USA and its territories, in addition to the already available letter delivery services. 

A cooperation agreement may be concluded by legal entities as well as individuals registered as self-employed persons who are taxpayers. 

To conclude a cooperation agreement and use the business customer benefits available on mans.pasts.lv or express.pasts.lv, please complete the application “Become a Business Customer.” 

Is it possible to prepare and pay for shipments to the USA at post offices and customer service centres? 

At present, only letters to the USA can be prepared at postal customer service centres and post offices. 

You can prepare and pay for parcels and small packets only on mans.pasts.lv, and then hand over the shipment at a post office, parcel locker, or to a courier. 

Can You create and pay for shipments to the USA at post offices and customer centres?

Yes — from 1 March, You can create letter, small packet, and parcel shipments to the USA at Customer Centres and post offices.

Which shipments are not subject to customs duties and do not require customs clearance?

US customs duty is not applied to shipments declared as “Documents” or “Gift” (with a value up to USD 100.00).

However, for shipments declared as “Gift”, customs clearance is still required and a customs clearance service fee will apply.

If it is determined that the contents of the shipment do not meet the requirements for a “Gift” or “Document”, US customs duties will be applied. In this case, both the customs duty and the customs clearance service fee must be paid by the sender.

What should be considered when choosing “Gift” as the shipment type when sending to the USA?

Legal entities may not send shipments marked as “gift”, as gifts are not related to commercial activity, including sales promotion, loyalty programmes, or presentations. 

The shipment content type “gift” may be selected only if: 

  • both the sender and the recipient are private individuals; 
  • the shipment contains a handmade item or an item owned by the sender; 
  • the shipment does not contain purchased goods; 
  • the item does not contain commercial information (logo, advertising, price tag); 
  • the shipment value does not exceed USD 100.00; 
  • the shipment is sent free of charge, without exchange, compensation, or conditions. 

About gift shipments

What is the amount of customs duty for shipments?

Following the decision of the United States Government on 20 February 2026, changes to the previously established tariff rates came into effect on 24 February 2026.

At present, these changes introduce a single fixed tariff rate of 10% of the value of the shipment.

We are actively monitoring these developments, and the new tariff rate is already being applied to shipments sent to the United States.

The tax calculation is linked to real-time updates, and tariff adjustments are applied automatically.

What changes apply to pricing?

The fee for shipping a shipment to the USA consists of three components:

  • Delivery fee – covers logistics and other standard services that also applied before the changes to US customs policy.
  • Customs duty – mandatory and paid to the USA.
  • Customs clearance service fee – a fee for our customs clearance service. It is applied to each shipment to the USA that requires customs clearance.

What should I do if I receive a customs duty adjustment?

You will receive an informational email from info@pasts.lv. Please log in to your mans.pasts.lv profile and pay the invoice. 

Please note that the invoice must be paid within 7 days. If the invoice is not paid within the specified time limit, we reserve the right to restrict access to services on mans.pasts.lv and to transfer debt collection rights to third parties. 

Are taxes refunded if a shipment to the USA is returned?

If the recipient in the USA does not collect the shipment and it is not delivered, the shipment will be returned to the sender in Latvia. 

US customs duties and the customs processing service fee are not refunded. 
Upon return to Latvia, the shipment must be cleared through customs in accordance with standard procedures, including payment of customs duties and any return shipment fee (if applicable). 

Do customs clearance conditions also apply to US territories?

These conditions apply to the United States of America and its territories: Puerto Rico and the Hawaiian Islands. 

The conditions do not apply to American Samoa, Guam, the Minor Outlying Islands, the Marshall Islands, Micronesia, Palau, the US Virgin Islands, and the Northern Mariana Islands. 

Why were shipments to the USA previously restricted?

Shipment delivery to the USA was restricted due to an executive order issued by US President Donald Trump suspending the duty-free “de minimis” regime for all countries. Read more.
